Jane Youngers is the former Assistant Vice President for Research Administration (retired 9/1/14) at The University of Texas Health Science Center at San Antonio. In this role she served as the institution’s senior administrative officer directing an office charged with both pre- and post-award services including financial management, effort certification, subaward issuance, negotiation and execution of agreements including clinical trials and MTAs, and preparation and negotiation of the institution’s F&A rate. Jane was also responsible for various research compliance including serving as the coordinator of the institution’s conflict of interest policies and management. She was also the institution’s chief liaison with respect to research audits and coordination of research policies and compliance with The University of Texas System. Jane was the institution’s primary representative to the Council of Governmental Regulations having served on its board for nine years and as chair of its Research Administration and Compliance Committee and Chair of the Board of Directors. Since her retirement, Jane has continued to research administration at times serving as interim staff and consulting at various institutions.
At the institutions where Jane worked, she has put service to faculty while maintaining appropriate stewardship of external funding as her goal. In recognition of her efforts, she received The University of Texas Health Science Center at San Antonio Faculty Senate’s Outstanding Administrator award.
Jane has been involved extensively with NCURA having been its President and a Board member and has received NCURA’s Outstanding Achievement in Research Administration and its Distinguished Service Award. She has been chair of numerous national meetings of NCURA and served on various committees. She has also served as the institution’s chief representative to the Federal Demonstration Partnership and served on its Foundation’s Board. Jane was the editor of the Atlantic Information Services/NCURA joint publication “Managing Federal Grants” newsletter for 11 years and co-authored the original publication “Managing Federal Grants: A Guide to Colleges and Universities.” She has also authored the NCURA publication, “Regulation and Compliance.” She has been an external reviewer and financial consultant for the National Institutes of Health.
