Bruce Morgan is Associate Vice Chancellor for Research Administration at the University of California, Irvine. He is responsible for the overall direction of, and strategic planning for, the Research Administration unit in the UCI Office of Research. This unit includes pre-award and non-accounting post-award functions, subawards and subrecipient monitoring, clinical trial agreement negotiations and management, external revenue classification, electronic research administration and research administration data systems, and compliance functions for conflict of interest in research, export controls, research security, sponsored research IT security, human and animal research, human stem cell research, dual use research of concern, and cannabis research oversight. These functions span four units: Sponsored Projects Administration, Electronic Research Administration, Human Research Protections, and Research Engagement and Compliance.

As part of his responsibilities, Bruce serves as the chief research management and compliance advisor to the Vice Chancellor for Research. In addition, he serves as the Office of Research representative on several campus and systemwide committees covering areas and functions such as audit and internal controls, whistleblower investigations, data use governance, research security and international engagement, construction and physical environment, risk intelligence, cybersecurity risk oversight, laboratory safety, ethics, research compliance, intellectual property, and industry relations. Bruce also has extensive experience in developing and revising campus and systemwide research administration and compliance policies and procedures.

Bruce has been an NCURA member since 1994 and currently serves on the Select Committee on Peer Review. Throughout his membership, has contributed to the association in many ways, including serving on the Board of Directors and the Professional Development Committee. He is a past Chair of the Nominating & Leadership Development Committee and served as co-chair of NCURA’s 53rd and 55th Annual Meetings. In addition, he has presented at numerous NCURA regional and national meetings, has served as traveling workshop faculty, and appeared in several NCURA TV and YouTube Tuesday broadcasts. Bruce also serves on the Council on Governmental Relations’ Research Security and Intellectual Property Committee, and is a member of AAAS, and Association of University Export Control Officers (AUECO).

After receiving his BA in History from UCLA in 1987, Bruce stayed on campus and began his research administration career as Fiscal Officer, Division of Pulmonary and Critical Care, Department of Medicine. In 1991, he moved to UC Irvine as a Contract and Grant Officer and in 1992 he became Manager, Contract and Grant Administration. Later, he became Assistant Director, Associate Director, and then Director of Sponsored Projects Administration in 1995, 1996, and 1999, respectively. In 2005, he left Irvine for UC Riverside where he served as Assistant Vice Chancellor for Research and Chief Financial Officer, Office of Research. In late 2009, he returned to UC Irvine as Assistant Vice Chancellor for Research Administration, and then became Associate Vice Chancellor for Research Administration in 2016.

Throughout the years, Bruce’s research administration philosophy has focused on fostering and environment for creating and disseminating knowledge and artistic activity by developing and promoting efficient support frameworks, streamlined processes and procedures, and exemplarily research support services.
