Financial Management Committee (FMC)
DESCRIPTION OF POSITION:
The Treasurer Elect serves one year under the guidance of the Treasurer and national office finance staff in preparation for the position as Treasurer/Chair of FMC. The Treasurer/Chair of the FMC is responsible for the fiscal oversight of NCURA.
DURATION:
The commitment begins as an initial one-year term as Treasurer-Elect to shadow the current Treasurer and an additional one-year term as Past Treasurer on the FMC. The Treasurer and Chair of FMC serves a two-year term, beginning during odd-numbered years.
Total Commitment - 4 years.
- Function of Position - The Treasurer Elect is a year of on the job training in preparation for serving as Treasurer and Chair of the FMC as defined below. - Treasurer: The Treasurer is the Chief Financial Officer of the Council. The position is responsible for coordinating the budget process, the investment of funds, the development of fiscal policies and plans, the oversight of the Council's financial records and accounts, and in general overseeing all other financial activities within the organization. The Chair of the FMC is responsible for leading the Financial Management Committee. The Chair coordinates all activities of the FMC throughout the year.
- Essential Duties and Responsibilities & % Time Devoted – The Treasurer Elect participates fully as a member of the FMC. The committee will meet at least 2 times annually to complete the following: review the budget, select auditor, review financial statements and review the annual investment performance. In addition, the committee will meet with the regional treasurers at the annual meeting in November. The committee will conduct the majority of their activities by using e-mail listserv and conference calls. This commitment averages approximately 1 day/month.
- Qualifications/Requirements
- Knowledge and/or Skills - The Treasurer is required to have knowledge and skills required for the various financial management activities. Facilitation skills are needed to work with the Executive Committee and Board on financial issues.
- Education and/or Experience - Accounting degree, CPA, MBA are strongly preferred qualifications. Financial expertise is mandatory to perform required tasks. Experience with developing budgets, investments, and financial management issues are preferred.
- Training and Support - This position serves one year as Treasurer-Elect under the guidance of the Treasurer and national office staff. During the two-year term of Treasurer/Chair of the FMC, the national office finance staff supports the positions with all duties. The national office staff and outside investment consultants support the Treasurer in the area of investments.
- Additional Information (Benefits, Cost Reimbursement, Travel Requirements, etc) - All mandatory Treasurer and Chair of FMC travel to meetings not held in conjunction with other events will be reimbursed by NCURA.
- NCURA Awards: Current National officers (President, Vice President, Secretary and Treasurer) and current NCURA Standing Committee (FMC, NLDC and PDC) Chairs and Vice Chairs are ineligible for nomination for an NCURA Outstanding Achievement in Research Administration Award or for a Distinguished Service Award.
