Day One
8:00 - 9:00 am Registration and Beverages
 

COMPLIANCE SETS THE STAGE
The SPA II program begins with an overview of the major compliance issues facing sponsored program administrators. Why compliance? Who is responsible? What are the important issues that have been the subject of noncompliance findings and how do Institutional Compliance Programs, the U.S. Sentencing Guidelines, and Internal Controls relate to those findings? These issues and more set the stage for the important and often difficult issues that will be discussed through the program.

COSTING ISSUES IN PROPOSAL BUDGETING AND AWARD ADMINISTRATION
This session looks at costing from where it starts at the proposal stage through award administration considerations. The determination of allowability of cost will be considered in depth and the discussion will also focus on the more gray areas of costing. Cast studies dealing with these various issues will be presented and discussed.

   
 

COST SHARING AND EFFORT CERTIFICATION ISSUES
The afternoon on costing concludes with two of the most talked-about issues in sponsored projects administration: cost sharing and effort certification. Each issue will be considered separately and in the area of faculty contributed effort, in combination. Case studies addressing these areas will be presented for discussion.

   
Day Two

REVIEW AND NEGOTIATION OF AGREEMENTS
This session focuses on several issues that must be successfully addressed in the contract review/negotiation process in order to avoid potentially serious problems down the line. Issues to be presented include an examination of what each party hopes to achieve in the agreement and a discussion of potentially troublesome issues including publication and information dissemination, intellectual property rights, indemnification, and subject injury. The session concludes with a series of case studies that highlight some of the critical topics in award review and negotiation.

   
 

EXPORT CONTROLS AND FOREIGN NATIONALS
For most sponsored programs administrators, export controls and restrictions on foreign nationals are complex and often confusing topics. This session will focus on the regulations surrounding export controls as well as the issues that arise in projects involving embargoed countries, individuals, and other OFAC-controlled activities. Case studies outlining some of the issues will be presented and discussed.

SUBRECIPIENT AWARD ISSUES
As research and other sponsored programs become more multi-disciplinary and multi-institutional, issues with subrecipient awards abound. This first session of the afternoon will delve into these issues including considerations for construction of subagreements, special considerations for foreign entities, and subrecipient monitoring. Again, case studies will be used to highlight potential problems with subrecipient agreements.

 

OPEN FORUM
We now turn to the SPA II participants for a lively discussion on the topics covered during the first one and one-half days of this workshop. This is an opportunity to ask additional questions, hear from colleagues about how sponsored projects are managed at their institutions, and take home new ideas.

Day Three

AWARD ADMINISTRATION ISSUES
This session of SPA II will focus on award administration issues including monitoring of expenditures, billing and cash management, prior approvals, all aspects of reporting and closeout of awards, PI relocation to another institution, and preparation for audits and reviews. This session also includes some case studies dealing with these issues.

   
 

OTHER CURRENT ISSUES
This final session of SPA II will focus on current issues that have not previously been discussed by the faculty or participants. Included in this session will be the challenges and opportunities facing sponsored research administrators in electronic proposal submission, multiple PI awards, and conflict of interest issues. This session will provide particularly timely information to the SPA II participant.
