W Scott Erwin is a 22 year veteran of grants and sponsored programs management. He advises business, organizations and individuals on grant management techniques and how to successfully manage a portfolio of sponsored programs funded by federal, state and local governments and other non-profit entities.
Scott is the co-founder of Dilworth-San Miguel LLC, a firm which provides grant and contract consulting, facilities and administrative cost proposal assistance, peer review, and other executive services to clients of all sizes and backgrounds. Consultants associated with DSM are well experienced grant and sponsored program managers with expertise in many specific areas of sponsored program and grant management. Scott is a frequent speaker at many international, national and regional professional meetings. In 2011, Scott was named as Traveling Faculty by the National Council of University Research Administrators (NCURA) for its Fundamentals of Sponsored Programs Workshop.
Scott currently serves as the Director, Office of Sponsored Programs at Texas State University San Marcos. As Director, Scott is responsible for all management and operation of externally funded grants and contracts from proposal preparation to closeout. Specific duties include preparation, administrative routing and approval of sponsored program proposals, policy and procedure modifications, contract negotiation, establishment of sponsored program accounts and budgets, billings, sub-awards, receivables management, IRB-IACUC protocols, export controls, effort reporting, financial reporting, and award closeout. He interacts with all external sponsors and internal administrators to ensure compliance with a myriad of complex rules and regulations.
Scott received his BBA in Accounting from Southwest Texas State University (now Texas State University-San Marcos) in 1989, his MBA in Management from UT Permian Basin in 2002 and is a 2001 graduate of CBMI-Kentucky. He completed his Certified Government Financial Manager examinations in 2005 and his Certified Research Administrator exams in 2006. In 2011, Scott received the Distinguished Service Award from Region V of the National Council of University Research Administrators (NCURA). Scott and his wife, Mary Ellen, have three daughters: Kaler, Hannah and Maren and a son, Warner.
