Tracey Fraser is the Senior Director, Cost Studies and Compliance at the California Institute of Technology. Tracey has worked in various aspects of post award administration at Caltech since 1999, including F&A rate development and negotiation, effort certification, post award compliance, project accounting, service center oversight and property management. Tracey has also been involved in developing Caltech’s compliance training program. She has managed Caltech’s A-133 audit and various other federal audits and is responsible for maintaining Caltech’s Cost Accounting Standards (CAS) Disclosure Statement and developing policies for ensuring compliance with the standards. Tracey came to Caltech from KPMG where she worked as a consultant in the Higher Education group. Tracey served as co-chair for the Western Region Conference on College Cost Accounting (WECA) and as co-chair of the Federal Demonstration Partnership (FDP) Subcommittee on the Allocation of Space Costs, as part of the FDP Initiative to Reduce Administrative (IRAB). Tracey has been an invited speaker at WECA, NCURA FRA, SRA (Society of Research Administrators), NPMA (National Property Management Association) and also at the DCAA (Defense Contract Audit Agency) training center. She was co-chair for NCURA’s FRA XI meeting and has been involved with NCURA TV.
