David Kennedy is the Director of Costing Policies and Studies at the Council on Governmental Relations (COGR). David’s responsibilities encompass monitoring of all federal financial and costing policies that affect the management of federal research programs. His focus includes:
- Facilities and Administrative (F&A) reimbursement and rate development;
- Effort Reporting, and all topics related to compensation and effort commitments;
- Audit perspectives, such as A-133 compliance and current Federal / IG audit initiatives; and
- Federal regulatory clarification on any and all costing and financial issues that concern federal research administration.
He has been instrumental in developing several recent COGR publications, including “Policies and Practices: Compensation, Effort Commitments, and Certification” (COGR’s Effort Reporting paper) and “An Analysis of F&A Proposal Review and Negotiation Topics from the DCA Best Practices Manual”. COGR provides the research community with regular updates, newsletters, and policy clarification notices, and David plays a significant role in these activities.
David joined COGR in January 2006. Prior to COGR, he spent seventeen years in the Consulting industry working with universities and research institutions on costing-related issues. His primary focus was F&A rate development and negotiation.
David received his Bachelors degree in Economics from Lehigh University and his Masters degree in Public Policy Studies from the University of Chicago. He spent his first two years after Lehigh teaching junior high school mathematics in the New York City Public School System.
