
Charlene is the Assistant Vice President,
Financial Planning at Florida International University. Prior to joining FIU Charlene was the Assistant Director for Cost Analysis at the University of Oklahoma and the Director of Grants and Contract Administration at Texas State University. Charlene is a certified public accountant, certified research administrator, certified fraud examiner and holds an MBA from the University of Houston. She has worked in the accounting/finance area for over 18 years in both industry and universities.
At FIU, Charlene works in the Controller’s office where she serves as the liaison with sponsored programs, financial aid and the medical school. Her responsibilities include sponsored programs receivables, financial reporting, the SEFA and working on the indirect cost proposal. In her career Charlene has had experience with recharge centers, university/industry partnerships, effort reporting, development of sponsored research policies and procedures, the DS-2, interpreting OMB Circulars, Audit Reports and IRS guidelines and development of training that has been presented internally as well as regionally and nationally.
Charlene is a member of the National Council of University Research Administrators, Southeast Conference of College Cost Accountants and the Association of Certified Fraud Examiners. She is certified by the Texas State Board.
