Bill Lambert is the Director of Cost Studies at Emory University and has been research administration for over twelve years. His responsibilities include F&A rate development and negotiation; fringe benefit rate development and negotiation; labor distribution and effort reporting; service centers, and capital equipment inventory. As a function of his role as Director at Emory, he presents frequently on the topics of effort reporting, F&A rates, space studies, and service centers. He received his Bachelor of Arts from Thomas More College and completed his Masters’ degree at Keller Graduate School of Management. He joined Emory University in 1990 after time with Deloitte & Touche. During his tenure at Emory he has served in the Payroll Department, the Controller’s Office, and the Office of Grants and Contracts Accounting. He has presented at several regional conferences for University research administrators on topics involving Effort Reporting, F&A Rates, Cost Sharing, and Service Centers. He is also part of a Council on Government Relations working group analyzing the issues surrounding faculty with VA appointments and effort reporting at Universities.
