Randy Draper is Director of the Office of Contracts and Grants at the University of Colorado at Boulder. Formerly, he served as Director, Research Administration, Arizona State University; Director, Office of Grant and Contract Services, Northern Arizona University; and, Senior Assistant Director, Office for Sponsored Research, Harvard University. While at Harvard, he was responsible for negotiating many of the international contracts for the Harvard Institute for International Development and the School of Public Health. While at NAU, he negotiated with, among many others, the Navajo Nation, Hopi Tribe, and the Colorado River Indian Tribes.
Mr. Draper's career in sponsored projects began in 1980 at Johnson State College in Vermont, where he served as Project Director for a U.S. Department of Education Title III -- Strengthening Developing Institutions grant. In addition, he has been a program evaluator, proposal writer, and faculty member. He received a Ph.D. in Educational Policy, with a concentration in the Anthropology of Education, from the University of Oregon, and holds masters and bachelors degrees from the University of Vermont.
Mr. Draper is a frequent participant on NCURA panels and workshops at national and regional meetings and a faculty member for the Fundamentals of Sponsored Projects workshop. He was one of the faculty members for the national video presentation of "Principles of Federal R&D Contracting" and was a course developer and faculty member for the web course entitled "A Primer on Federal Contracting". Most recently, he was a faculty member for the Advanced Federal Contracting workshop at the Region VI/VII Spring Meeting.
