Jill Tincher currently serves as the Executive Director in the Office of Research Administration at the University of Miami where she oversees all Pre Award functions serving all campuses including the Miller School of Medicine, Rosenstiel School of Marine & Atmospheric Sciences and Coral Gables.  The Pre Award teams are responsible for: proposal review, approval and submission of federal, state, county, and other sponsor applications; Medicare Coverage Analysis preparation and clinical budget development and negotiation; and contract creation, negotiation and execution.  UM’s contracting teams create, negotiate and execute confidentiality agreements, material transfer agreements, data use agreements, master agreements, clinical trial agreements, and all other research administration contracts/subcontracts between external sponsors, the University of Miami and the University of Miami’s collaboration partners.


Jill has spent many years focused on strategies to improve how the University obtains and maintains its research funding – looking at ways to automate and streamline processes; provide transparency throughout the institution; gather and analyze data; improve policies and processes; etc.  Recently, she led a Clinical Trials Task Force, including faculty and central/departmental administrators, tasked with assessing how UM could improve study start up times.  Many recommendations resulted from this task force which are currently being implemented.


During her 23 years at the University of Miami, Jill has worked extensively with faculty, Deans, Chairs, Institute Directors, and senior leadership, as well as departmental administrators and administrative offices.  She has worked in both departmental and central administration performing pre and post award functionalities and has worked at an undergraduate, graduate and Medical school.  She has served on numerous university/faculty committees, created/implemented university-wide policies, participated in systems and process improvement initiatives, automated and streamlined research administration management, as well as engaged in department-central research administrator networking groups.


Approximately 13 years ago, Jill created the Sponsored Programs Education & Training Office including an education manual and educational offerings geared towards faculty, departmental and central administrators focused on obtaining, maintaining and managing research administration in a compliant fashion. While she no longer oversees this area, Jill continues to teach internal and external to UM.  She is one of the leading research administration presenters, creating and conducting educational offerings, as well as presenting up to date information on changes within our profession.  She has represented the University of Miami as the administrative representative through the Federal Demonstration Partnership (FDP) always looking at ways to improve, automate and streamline university interactions with our federal sponsors.


Jill has conducted over 300 national, regional and local presentations, discussion groups and workshops.  She has served on numerous Regional and National NCURA committees, including serving as a Regional Officer and on the NCURA Board of Directors.  Jill served as an NCURA Fundamentals traveling faculty member for 8 years.  She participated in the development of the NCURA Departmental Research Administration traveling workshop, as well as assisted with the development of the Fundamentals 2.0 program.  Jill has been an NCURA Peer Reviewer for 3 years, and is currently an NCURA SPA II traveling faculty member.  She is a Certified Research Administrator.
